"This story about a fictional desert continent in which a communist totalitarian regime holds absolute power over its people and people call them ""Exempts"".Moreover,the native inhabitants, known as the Sandfolk, are unable to resist and are forced to survive under an unjust system of servitude. They are compelled to tirelessly cultivate a difficult-to-grow flower and offer it as a tribute to the ruling Exempt King, who considers it a vital water source in the desert. This creates conflict between the people and the ruling class.
Using 2D animation to present the experiences between the people and the rulers: deprivation, obedience, punishment, and rebellion, all stemming from the oppressive environment. The ultimate outcome can be one of compromise or freedom, depending on the choices made by the people."
